Declaration ’26 is a strategic initiative by the BIA that focuses on place-based investments in emerging innovation clusters and emerging innovators to support underserved communities and drive progress.
Congressional Caucus on Black Innovation
BIA, in collaboration with Congresswoman Stacey Plaskett of the U.S. Virgin Islands, Congressman Ritchie Torres of New York, and Congresswoman Marilyn Strickland of Washington, came together to launch a progressive new caucus aimed at addressing the barriers to wealth creation for underserved entrepreneurs in tech and innovation on Capitol Hill.
